If the timber looks okay, is it okay to 'Over Clad' the timber or 'Cappit' as apposed to replacing it with U-pvc ?

Absolutely NOT ! It is often difficult to detect wood rot because of the build up of paint on the outside. And unless you remove all the tiles to view the top edge and back of the timber it may be impossible to determine its state. Furthermore the timber itself will have a moisture content which inevitably leads to wet rot. Over cladding or capping old softwood timbers can only lead to problems in the future. Another problem is that should the rot continue to spread it can now do so undetected.
